Russian President Vladimir Putin is “open to negotiations” on Ukraine if the West meets Moscow’s demands.
The ultimatum comes as US President Joe Biden declares he is willing to meet with his Russian counterpart.
“I’m prepared to speak with Mr Putin,” Mr Biden said.
The two leaders have put specific preconditions on those meetings.
Mr Biden said talks will only take place after Mr Putin starts pulling Russian troops out of Ukraine, but the Kremlin says that won’t happen until its military goals are met.
